砍福利引反彈 柯文哲要訂溝通SOP

台北市長柯文哲上任後頻頻「喊漲」，包括水價、計程車價、公車票價、捷運票價、微笑單車等全都漲，不少福利政策則是「狂砍」，其中又以重陽敬老禮金影響最大。為了降低民眾的反彈，柯文哲日前在市政會議上要求訂定福利政策調整說明的SOP，針對風險等級、發布節奏等訂出明確流程。
對此，北市府副發言人黃大維表示，未來將視政策不同，由府級單位設置協調機制，包括利用座談會、記者會等方式，加強政策溝通。
柯文哲近來多項施政，都引發外界質疑，無論是南港瓶蓋工廠的保留跳票，還是動支都更基金的2050願景計畫推動平台，又或是選前承諾不漲價，最後仍決定要漲的公車、捷運票價等，多少也影響民眾的觀感。
據了解，柯文哲日前在市政會議主動提及「漲價政治學」，強調跟老百姓生活相關的漲價或取消福利政策，一定要有論述以及完整的配套措施，一切準備好再對外披露，並要求發言人林鶴明24小時內訂定福利政策調整說明的SOP。
柯文哲還以計程車費調整案為例，認為計程車費要調漲，但準備其實不足，配套的收費表也沒做好，要相關局處後續針對水價調漲、敬老金取消、公車票價調整等政策，都應該要說明推動理由、配套措施等。
對此，黃大維表示，未來只要是影響到民生的政策，都將請各局處主動通報到府級單位，由發言人協助對外溝通協調，包括利用座談會、記者會、民政系統等方式，讓民眾了解為什麼會調整、多出的費用如何運用等，好增取民眾、議會的支持。
